قُلْ أَنزَلَهُ ٱلَّذِى يَعْلَمُ ٱلسِّرَّ فِى ٱلسَّمَـٰوَٰتِ وَٱلْأَرْضِ ۚ إِنَّهُۥ كَانَ غَفُورًا رَّحِيمًا ﴿6﴾
Say: "It (this Qur’ân) has been sent down by Him (Allâh) (the Real Lord of the heavens and earth) Who knows the secret of the heavens and the earth. Truly, He is Oft-Forgiving, Most Merciful."
قُلْ qul Say
أَنزَلَهُ anzalahu Has sent it down
ٱلَّذِى alladhī the One Who
يَعْلَمُ yaʿlamu knows
ٱلسِّرَّ l-sira the secret
فِى in
ٱلسَّمَـٰوَٰتِ l-samāwāti the heavens
وَٱلْأَرْضِ ۚ wal-arḍi and the earth
إِنَّهُۥ innahu Indeed, He
كَانَ kāna is
غَفُورًۭا ghafūran Oft-Forgiving
رَّحِيمًۭا raḥīman Most Merciful

(Ayah 6) ➊ { قُلْ اَنْزَلَهُ الَّذِيْ يَعْلَمُ السِّرَّ فِي السَّمٰوٰتِ وَ الْاَرْضِ:} This was said in response to their lies and fabrications: Look at the Qur’an itself, what does it contain? Is there anything in it that is false or contrary to reality? Certainly not; rather, every statement is absolutely true and authentic, because the One who revealed it is the One who possesses complete knowledge not only of the apparent matters of the earth and the heavens, but also of all hidden matters. He knows the past, the present, and the future. Therefore, in the book He revealed, there are accounts of previous times, of the present, and of the future, and none of these have been or will be proven false. Whoever does not know all the secrets of the heavens and the earth cannot produce a book like this, nor even a single surah like it. If you insist that this is not the word of Allah but the composition of a servant, then you too should bring forth a surah in comparison.

{ اِنَّهٗ كَانَ غَفُوْرًا رَّحِيْمًا :} This is the answer to the question: If He possesses knowledge of all things, then He is also capable of everything, so why does He not immediately seize these people for their denial, arrogance, and mockery? It is said, the reason is that {’’ اِنَّهٗ كَانَ ‘‘} meaning He is always the One who greatly conceals the sins of His servants, the One who is perpetually merciful. If He wished, He could have given them a severe punishment for this insolence, but He is Forgiving and Merciful, so He is pardoning you. In this, there is encouragement for them to repent, turn back, and return to Islam and guidance. Shah Abdul Qadir (may Allah have mercy on him) writes: “That is, (the One who knows the hidden matters of the heavens and the earth) has revealed it only out of His forgiveness and mercy.” (Mawdih) That is, His forgiveness and mercy are the reason for revealing this Qur’an.
