وَلَوْ شِئْنَا لَبَعَثْنَا فِى كُلِّ قَرْيَةٍ نَّذِيرًا ﴿51﴾
And had We willed, We would have raised a warner in every town.
وَلَوْ walaw And if

(Ayah 51) ➊ { وَ لَوْ شِئْنَا لَبَعَثْنَا فِيْ كُلِّ قَرْيَةٍ نَّذِيْرًا :} That is, just as We have distributed rain among different cities and countries, if We had willed, We could have sent a warner to every town in the same way. But We did not will this, because this would have resulted in separate communities, which would have differed among themselves. Therefore, We appointed only one warner for all, like a sun for the whole earth, so that all obey him, and in case of their denial, he would fight against all. The mention of the Messenger of Allah (peace be upon him) being a warner for all people until the Day of Judgment is also at the beginning of this Surah: «{ لِیَکُوْنَ لِلْعٰلَمِیْنَ نَذِیْرًا For further references, see Surah Al-A'raf (158).

➋ In this verse, there is also an expression of Allah’s perfect power and independence, as well as His wisdom and the perfect favor upon the Messenger of Allah (peace be upon him). He said, if We had willed, We could have sent a warner to every town, and in whatever manner We wished, and no one would have dared to stop Us. But We did not will this; rather, We willed that this honor and elevation be given to “Muhammad (peace be upon him).” He said: «{ وَ رَفَعْنَا لَكَ ذِكْرَكَ [ الم نشرح : ۴ ] “And We have raised high your mention.” And He said: «{ عَسٰۤى اَنْ يَّبْعَثَكَ رَبُّكَ مَقَامًا مَّحْمُوْدًا [ بني إسرائیل : ۷۹ ] “Soon your Lord will raise you to a praised station.”
