وَٱللَّهُ خَلَقَ كُلَّ دَآبَّةٍ مِّن مَّآءٍ ۖ فَمِنْهُم مَّن يَمْشِى عَلَىٰ بَطْنِهِۦ وَمِنْهُم مَّن يَمْشِى عَلَىٰ رِجْلَيْنِ وَمِنْهُم مَّن يَمْشِى عَلَىٰٓ أَرْبَعٍ ۚ يَخْلُقُ ٱللَّهُ مَا يَشَآءُ ۚ إِنَّ ٱللَّهَ عَلَىٰ كُلِّ شَىْءٍ قَدِيرٌ ﴿45﴾
Allâh has created every moving (living) creature from water. Of them there are some that creep on their bellies, and some that walk on two legs, and some that walk on four. Allâh creates what He wills. Verily Allâh is Able to do all things.
وَٱللَّهُ wal-lahu And Allah
خَلَقَ khalaqa created
كُلَّ kulla every
دَآبَّةٍۢ dābbatin moving creature
مِّن min from
مَّآءٍۢ ۖ māin water
فَمِنْهُم famin'hum Of them
مَّن man (is a kind) who
يَمْشِى yamshī walks
عَلَىٰ ʿalā on
بَطْنِهِۦ baṭnihi its belly
وَمِنْهُم wamin'hum and of them
مَّن man (is a kind) who
يَمْشِى yamshī walks
عَلَىٰ ʿalā on
رِجْلَيْنِ rij'layni two legs
وَمِنْهُم wamin'hum and of them
مَّن man (is a kind) who
يَمْشِى yamshī walks
عَلَىٰٓ ʿalā on
أَرْبَعٍۢ ۚ arbaʿin four
يَخْلُقُ yakhluqu Allah creates
ٱللَّهُ l-lahu Allah creates
مَا what
يَشَآءُ ۚ yashāu He wills
إِنَّ inna Indeed
ٱللَّهَ l-laha Allah
عَلَىٰ ʿalā on
كُلِّ kulli every
شَىْءٍۢ shayin thing
قَدِيرٌۭ qadīrun (is) All-Powerful

(Ayah 45) ➊ { وَ اللّٰهُ خَلَقَ كُلَّ دَآبَّةٍ مِّنْ مَّآءٍ …:} For its explanation, see Surah Al-Anbiya, Ayah (30). This is the fourth proof of monotheism at this place: Allah Almighty created every moving (living being) from water. Then, all living beings created from the same thing are different from each other even in the very first stage of life. Some walk on their bellies, like snakes, fish, and certain types of insects; some walk on two legs, like humans and birds; and some walk on four legs, like cows, buffaloes, horses, and other cattle and beasts.
{يَخْلُقُ اللّٰهُ مَا يَشَآءُ :} That is, if He wills, He gives more legs to any animal, like the centipede, crab, spider, and many types of insects and sea creatures. This is the manifestation of the light of guidance spread throughout the universe, which, when seen, brings the fortunate to believe in the oneness of Allah Almighty and also that when Allah can create whatever He wills, then He can also resurrect on the Day of Judgment. The order of animals in walking is also noteworthy: first, those who have no legs at all—the manifestation of power in their movement is the greatest; then, walking on two legs is more remarkable than walking on four.
{ اِنَّ اللّٰهَ عَلٰى كُلِّ شَيْءٍ قَدِيْرٌ:} This is proof that Allah can create whatever He wills, because He has full power over everything.
