Translation by Dr. Muhammad Muhsin Khan & Dr. Taqi-ud-Din al-Hilali
Verily, those who like that (the crime of) illegal sexual intercourse should be propagated among those who believe, they will have a painful torment in this world and in the Hereafter. And Allâh knows and you know not.

Tafsir al-Quran al-Karim — Hafiz Abdus Salam Bin Muhammad Bhutvi
Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.
(Ayah 19) ➊ { اِنَّالَّذِيْنَيُحِبُّوْنَاَنْتَشِيْعَالْفَاحِشَةُ … : ’’ الْفَاحِشَةُ ‘‘} refers to an extremely evil act; this word is also used for adultery, as well as for its accusation and spreading. That is, those who want to spread indecency and immorality among the believers and fabricate accusations against chaste Muslims and discuss them in gatherings, which, upon hearing, removes the aversion to adultery, and as a result of interest in such matters, this evil spreads further, and those who mention it and those who silently listen and encourage the accusers, take pleasure in the flesh of chaste Muslims. For them, there is a painful punishment in this world: the accusers are flogged, they are declared untrustworthy as witnesses and are considered sinners, and their hypocrisy and wickedness, as well as that of their companions in gatherings, is exposed before the Muslims, making them unreliable in the Muslim society, and the pain of the punishment in the Hereafter is beyond any limit. ➋ Nowadays, all the disbelievers of the world and their supporting Muslim rulers are making every effort that, through radio, newspapers, television, internet, school and college education—in short, by every means—adultery and its mention become common in Muslim societies. Except for one or two countries, in no country is the punishment for adultery or slander enforced. The result of this is evident to all in the form of the painful punishment of fear of enemies, killings, unrest, epidemics, and ever-new painful diseases, and the painful punishment of the Day of Judgment is still to come. May Allah grant us all the ability to repent. (Ameen) ➌ { وَاللّٰهُيَعْلَمُوَاَنْتُمْلَاتَعْلَمُوْنَ:} That is, the punishment for adultery and the punishment for slander which Allah has prescribed, and the painful punishment in this world and the Hereafter for those who spread indecency among the believers, all this is because "Allah knows everything"; He knows the dreadful consequences of these sins and also how they can be prevented. "And you do not know," therefore, whatever rules and laws you make with your own intellect, due to your ignorance, they can never guarantee the protection of the chastity and honor of Muslims.
