To Fir‘aun (Pharaoh) and his chiefs, but they behaved insolently and they were people self-exalting (by disobeying their Lord, and exalting themselves over and above the Messenger of Allâh).

Tafsir al-Quran al-Karim — Hafiz Abdus Salam Bin Muhammad Bhutvi
Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.
(Ayah 46) ➊ {اِلٰىفِرْعَوْنَوَمَلَاۡىِٕهٖفَاسْتَكْبَرُوْا:} Here, that statement has been omitted which Pharaoh and his chiefs arrogantly rejected, because in the mention of all previous prophets, it has already been stated several times, that is: « اَنِاعْبُدُوااللّٰهَمَالَكُمْمِّنْاِلٰهٍغَيْرُهٗاَفَلَاتَتَّقُوْنَ»[ المؤمنون : ۳۲ ] "Worship Allah; you have no deity other than Him. Will you not then fear?" And according to Allah's statement, this was the call of every messenger. (See Al-Anbiya: 25) ➋ The addition of the letters "seen" and "taa" in { فَاسْتَكْبَرُوْاوَكَانُوْاقَوْمًاعَالِيْنَ:’’ فَاسْتَكْبَرُوْا ‘‘} indicates the intensity of arrogance. For details of {’’ قَوْمًاعَالِيْنَ‘‘}, see Surah Al-Qasas (4).
