فَتَوَلَّىٰ فِرْعَوْنُ فَجَمَعَ كَيْدَهُۥ ثُمَّ أَتَىٰ ﴿60﴾
So Fir‘aun (Pharaoh) withdrew, devised his plot and then came back.
فَتَوَلَّىٰ fatawallā Then went away
فِرْعَوْنُ fir'ʿawnu Firaun
فَجَمَعَ fajamaʿa and put together
كَيْدَهُۥ kaydahu his plan
ثُمَّ thumma then
أَتَىٰ atā came

(Ayah 60){ فَتَوَلّٰى فِرْعَوْنُ فَجَمَعَ … :} That is, Pharaoh dismissed the assembly and then, after consulting with his chiefs and with everyone's agreement, he made every effort to gather expert magicians from every region of the kingdom, promising them rewards and royal favor to prepare them for the contest. On the other hand, he encouraged the general public to come and watch, so that as many people as possible would gather to witness the contest.
