وَلِلْمُطَلَّقَـٰتِ مَتَـٰعٌۢ بِٱلْمَعْرُوفِ ۖ حَقًّا عَلَى ٱلْمُتَّقِينَ ﴿241﴾
And for divorced women, maintenance (should be provided) on reasonable (scale). This is a duty on Al-Muttaqûn (the pious - See V.2:2).
وَلِلْمُطَلَّقَـٰتِ walil'muṭallaqāti And for the divorced women
مَتَـٰعٌۢ matāʿun (is) a provision
بِٱلْمَعْرُوفِ ۖ bil-maʿrūfi in a fair manner
حَقًّا ḥaqqan a duty
عَلَى ʿalā upon
ٱلْمُتَّقِينَ l-mutaqīna the righteous

In Ayah 236 of Surah Al-Baqarah, there was a command to provide provisions to those divorced women whom the husband had not touched and for whom no dowry had been fixed, whereas in this Ayah, there is a command to give all divorced women something in a good manner, such as a set of clothes, etc., when sending them off, so that the woman may be somewhat comforted. This is a requirement of kindness.
