لَّا جُنَاحَ عَلَيْكُمْ إِن طَلَّقْتُمُ ٱلنِّسَآءَ مَا لَمْ تَمَسُّوهُنَّ أَوْ تَفْرِضُوا۟ لَهُنَّ فَرِيضَةً ۚ وَمَتِّعُوهُنَّ عَلَى ٱلْمُوسِعِ قَدَرُهُۥ وَعَلَى ٱلْمُقْتِرِ قَدَرُهُۥ مَتَـٰعًۢا بِٱلْمَعْرُوفِ ۖ حَقًّا عَلَى ٱلْمُحْسِنِينَ ﴿236﴾
There is no sin on you, if you divorce women while yet you have not touched (had sexual relation with) them, nor appointed unto them their Mahr (bridal-money given by the husband to his wife at the time of marriage). But bestow on them (a suitable gift), the rich according to his means, and the poor according to his means, a gift of reasonable amount is a duty on the doers of good.

قَدَرُهُۥ qadaruhu according to his means
وَعَلَى waʿalā and upon
ٱلْمُقْتِرِ l-muq'tiri the poor
قَدَرُهُۥ qadaruhu according to his means
مَتَـٰعًۢا matāʿan a provision
بِٱلْمَعْرُوفِ ۖ bil-maʿrūfi in a fair manner
حَقًّا ḥaqqan a duty
عَلَى ʿalā upon
ٱلْمُحْسِنِينَ l-muḥ'sinīna the good-doers

(Ayah 236) That is, if no dowry was fixed at the time of the marriage contract with a woman, and the husband divorces her before touching her (i.e., before consummation or valid seclusion), then the husband is not liable for any financial compensation in the form of dowry, etc. In the verse, by saying {”لَا جُنَاحَ“}, this is indicated. However, it is necessary that the husband, according to his financial capacity, gives her something at the time of parting; this assistance is called "Muta‘at al-Talaq" (consolatory gift at divorce). In Surah Al-Ahzab (49), it is further explained that in the case of divorce before consummation, the woman does not have to observe any waiting period (‘iddah), rather, she can immediately marry someone else after parting from her husband.
