Surah Al-Baqara (2) — Ayah 199

ثُمَّ أَفِيضُوا۟ مِنْ حَيْثُ أَفَاضَ ٱلنَّاسُ وَٱسْتَغْفِرُوا۟ ٱللَّهَ ۚ إِنَّ ٱللَّهَ غَفُورٌ رَّحِيمٌ ﴿199﴾
Then depart from the place whence all the people depart and ask Allâh for His Forgiveness. Truly, Allâh is Oft-Forgiving, Most-Merciful.
ثُمَّ thumma Then
أَفِيضُوا۟ afīḍū depart
مِنْ min from
حَيْثُ ḥaythu wherever
أَفَاضَ afāḍa depart
ٱلنَّاسُ l-nāsu the people
وَٱسْتَغْفِرُوا۟ wa-is'taghfirū and ask forgiveness

(Ayah 199) The plain of Arafat is outside the boundaries of the Haram. During Hajj, all people go there, but the Quraysh would not go beyond Muzdalifah, saying, "We are the residents of the Haram." In this verse, it is commanded that it is necessary to go to Arafat with all the people and to return from there along with them. (Ibn Kathir)
