He said: "So (it will be), your Lord said: ‘That is easy for Me (Allâh): And (We wish) to appoint him as a sign to mankind and a mercy from Us (Allâh), and it is a matter (already) decreed, (by Allâh).’ "

عَلَىَّʿalayya(is) for Me
هَيِّنٌۭ ۖhayyinuneasy
وَلِنَجْعَلَهُۥٓwalinajʿalahuand so that We will make him
ءَايَةًۭāyatana sign
لِّلنَّاسِlilnnāsifor the mankind
وَرَحْمَةًۭwaraḥmatanand a Mercy
مِّنَّا ۚminnāfrom Us
وَكَانَwakānaAnd (it) is
أَمْرًۭاamrana matter
مَّقْضِيًّۭاmaqḍiyyandecreed.'

Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. (Ayah 21) ➊ { قَالَكَذٰلِكِ :} Jibril (Gabriel), peace be upon him, said, "It will be so, that you will be granted a son without marriage or fornication." ➋ { قَالَرَبُّكِهُوَعَلَيَّهَيِّنٌ :} He further said that your Lord has said, "To grant you a son without any man is absolutely easy for Me." ➌ { وَلِنَجْعَلَهٗۤ …:} After the waw here, some words are omitted, meaning, "And (We did this) so that We may make him a great sign and miracle of Our power, that We can create a human being from only a woman as well." Just as there are already three signs before this: a human being (Adam, peace be upon him) without parents, a human being (Hawwa, peace be upon her) without a mother, and a human being with both parents. All three are manifestations of Our perfect power; now, with this, the fourth sign of Our power is also complete. None of these four is within anyone's power except Allah. Elsewhere it is said, "Let alone a human, no one has the power to create even a fly." See Surah Hajj (73). In this regard, all creation is proof of Allah Almighty's power and oneness. {وَفِيْكُلِّشَيْءٍلَهُآيَةٌ ¤ تَدُلُّعَلٰيأَنَّهُوَاحِدٌ } Look at the sick ones of shirk (polytheism); they are considering Jibril (Gabriel), peace be upon him, the creator of Masih (Jesus), peace be upon him. [ فَالْحَمْدُلِلّٰہِالَّذِيْعَافَانَامِنْبَلِیَّۃِالْإِشْرَاکِبِہِوَمَاکُنَّالِنَھْتَدِيَلَوْلَاأَنْھَدَانَااللّٰہُ ] ➍ {وَرَحْمَةًمِّنَّا :} And make him a great mercy from Us for the Children of Israel and for all people to come until the Day of Judgment, because Masih (Jesus), peace be upon him, gave glad tidings of Muhammad, the Messenger of Allah, peace and blessings be upon him, and commanded belief in him and following him. In this way, he became a means of salvation from Hell and entry into Paradise for them. {’’ اٰيَةً ‘‘ } and {’’ رَحْمَةً ‘‘} have tanween for the purpose of exaltation and magnification, therefore the translation is "a very great sign and a great mercy." ➎ { وَكَانَاَمْرًامَّقْضِيًّا : ’’ مَقْضِيًّا ‘‘ ’’قَضَييَقْضِيْ‘‘} is a passive participle, which was originally {’’مَقْضُوْيٌ‘‘}, meaning "decided." {’’ كَانَ ‘‘} is for perpetuity, so the translation is "decided from the beginning," meaning this matter has already been decreed in destiny and cannot be averted in any way.
