So, by your Lord (O Muhammad صلى الله عليه و سلم), We shall certainly call all of them to account.

(Ayah 93, 92) ➊ In {فَوَرَبِّكَلَنَسْـَٔلَنَّهُمْاَجْمَعِيْنَ … : ’’ يَعْمَلُوْنَ ‘‘}, the actions of the heart, tongue, and all parts of the body are included. It has already been mentioned that {’’ وَاِنَّالسَّاعَةَلَاٰتِيَةٌ ‘‘} (Indeed, the Hour is coming), now this matter is furthered by saying: By your Lord! We will surely question them all. Allah’s questioning of anyone is itself a most dreadful thing, especially when it concerns every single action of the tongue, heart, and limbs. Only those will have an easy reckoning whose record, upon being presented, will be saved without any questioning and answering. See the commentary of Surah Inshiqaq (7 to 9). The purpose of swearing an oath and assuring that all disbelievers will be questioned is to comfort the Prophet Muhammad (peace be upon him) and the Muslims.
➋ In these verses, it is mentioned that on the Day of Resurrection, all disbelievers will be questioned, whereas in Surah Rahman it is stated: «{ فَيَوْمَىِٕذٍلَّايُسْـَٔلُعَنْذَنْۢبِهٖۤاِنْسٌوَّلَاجَآنٌّ }»[ الرحمٰن : ۳۹ ] “Then on that Day, neither will any human be questioned about his sin nor any jinn.” In one verse it is stated that questioning will occur, in another that it will not; so Ibn Abbas (may Allah be pleased with them both) answered that no one will be asked, “What did you do?” because Allah knows this even better than the servants themselves. The question will be, “Why did you do it?” And it is clear that this is a prelude to punishment. (Ibn Kathir)
