They said: "Nay, we have come to you with that (torment) which they have been doubting.

From (Ayah 64, 63) {قَالُوْابَلْجِئْنٰكَبِمَاكَانُوْافِيْهِيَمْتَرُوْنَ … : ’’ اِمْتِرَاءٌ ‘‘}, the imperfect tense is understood, such a doubt that prompts a person to argue over something that has no reality, but is only based on suspicion and conjecture. (Tantawi) Therefore, the meaning of argument is also found in it. The angels said this to comfort Lut (peace be upon him), that we have not come to trouble you, but have brought the punishment about which these people doubted and argued, and indeed we are telling the truth. By {’’ بِالْحَقِّ ‘‘} is meant punishment, as He said: «{ مَانُنَزِّلُالْمَلٰٓىِٕكَةَاِلَّابِالْحَقِّوَمَاكَانُوْۤااِذًامُّنْظَرِيْنَ }»[ الحجر : ۸ ] "We do not send down the angels except with the truth (i.e., punishment), and then they are not given respite."
