"Certainly, you shall have no authority over My slaves, except those who follow you of the Ghâwûn (Mushrikûn and those who go astray, criminals, polytheists, and evil-doers).

(Ayah42){اِنَّعِبَادِيْلَيْسَلَكَ … :} This is an explanation of the previous statement, and the exception is disconnected. And if {’’عِبَادٌ‘‘} is meant in a general sense, then the exception will be connected, meaning those who are themselves astray and, due to ignorance, themselves wish to follow you.
