وَيَقُولُ ٱلَّذِينَ كَفَرُوا۟ لَوْلَآ أُنزِلَ عَلَيْهِ ءَايَةٌ مِّن رَّبِّهِۦ ۗ قُلْ إِنَّ ٱللَّهَ يُضِلُّ مَن يَشَآءُ وَيَهْدِىٓ إِلَيْهِ مَنْ أَنَابَ ﴿27﴾
And those who disbelieved say: "Why is not a sign sent down to him (Muhammad صلى الله عليه و سلم) from his Lord?" Say: "Verily, Allâh sends astray whom He wills and guides unto Himself those who turn to Him in repentance."
وَيَقُولُ wayaqūlu And say
ٱلَّذِينَ alladhīna those who
كَفَرُوا۟ kafarū disbelieved
لَوْلَآ lawlā Why has not
أُنزِلَ unzila been sent down
عَلَيْهِ ʿalayhi upon him
ءَايَةٌۭ āyatun a Sign
مِّن min from
رَّبِّهِۦ ۗ rabbihi his Lord
قُلْ qul Say
إِنَّ inna Indeed
ٱللَّهَ l-laha Allah
يُضِلُّ yuḍillu lets go astray
مَن man whom
يَشَآءُ yashāu He wills
وَيَهْدِىٓ wayahdī and guides
إِلَيْهِ ilayhi to Himself
مَنْ man whoever
أَنَابَ anāba turns back

(Ayah27) ➊ {وَ يَقُوْلُ الَّذِيْنَ كَفَرُوْا … :} Why has such a sign not been sent down, upon seeing which we would be compelled to accept him as Allah’s Messenger? For example, see their demands in Surah Bani Isra’il (90 to 93).
{ قُلْ اِنَّ اللّٰهَ يُضِلُّ مَنْ يَّشَآءُ …:} That is, nothing happens by the coming of a sign, because the reason you have not believed until now is not that you have not seen any sign; signs are present in countless numbers. But firstly, Allah is Perfect in Wisdom and is Himself the Owner of His Mercy; He withholds His mercy and guidance from—i.e., keeps astray— whomever He wills based on His wisdom, and grants His mercy and guidance to whomever He wills. Secondly, you do not even come towards Allah’s path. If you had the desire and pursuit to come to the straight path, you would have found the right way just by seeing the sign of the Qur’an, because this Book is filled with clear proofs. Now, if you keep following your desires and Satan, and do not have any inclination to return to Allah’s path, then how will you be granted the ability to walk on Allah’s path? He only grants the ability to walk on the path towards Him to those who turn towards Him and wish to return.
