Surah Ar-Ra'd (13) — Ayah 19

۞ أَفَمَن يَعْلَمُ أَنَّمَآ أُنزِلَ إِلَيْكَ مِن رَّبِّكَ ٱلْحَقُّ كَمَنْ هُوَ أَعْمَىٰٓ ۚ إِنَّمَا يَتَذَكَّرُ أُو۟لُوا۟ ٱلْأَلْبَـٰبِ ﴿19﴾
Shall he then who knows that what has been revealed unto you (O Muhammad صلى الله عليه و سلم) from your Lord is the truth be like him who is blind? But it is only the men of understanding that pay heed.
۞ أَفَمَن afaman Then is (he) who
يَعْلَمُ yaʿlamu knows
أَنَّمَآ annamā that which
أُنزِلَ unzila has been revealed
إِلَيْكَ ilayka to you
مِن min from
رَّبِّكَ rabbika your Lord
ٱلْحَقُّ l-ḥaqu (is) the truth
كَمَنْ kaman like (one) who
هُوَ huwa [he]
أَعْمَىٰٓ ۚ aʿmā (is) blind
إِنَّمَا innamā Only
يَتَذَكَّرُ yatadhakkaru pay heed
أُو۟لُوا۟ ulū men
ٱلْأَلْبَـٰبِ l-albābi (of) understanding

(Ayah19){ اَفَمَنْ يَّعْلَمُ اَنَّمَاۤ اُنْزِلَ …: } Instead of saying, "Is the one who knows like the one who does not know?" it is stated, "Is he like the one who is blind?" because the signs coming from Allah to the Messenger of Allah (peace be upon him) are visible to the eyes. Whoever does not possess their knowledge and certainty is, in reality, blind, and this blindness will become fully evident on the Day of Resurrection. See Surah Ta-Ha (124 to 126). This is the example of the believer and the disbeliever. {’’ اُولُوا ‘‘ ’’ذُوْ‘‘} is the plural, meaning "possessors." {’’ الْاَلْبَابِ ‘‘} { ’’لُبٌّ‘‘} is the plural, meaning everything that is pure, pure intellect that is free from all impurities. (Mufradat) Therefore, instead of translating as "those who have intellect," it is translated as "those who possess intellects." The meaning is that only those who possess pure and refined intellects take admonition; those with twisted minds do not.
