Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.

(Ayah 96) {اِنَّ الَّذِيْنَ حَقَّتْ عَلَيْهِمْ كَلِمَتُ رَبِّكَ …:} Allah Almighty has given man a certain degree of will and choice, according to which he can act upon either good or evil as he wishes. Along with this, Allah Almighty knows everything that has happened from the beginning until now, and likewise, He has complete knowledge of everything that will happen in the future, and based on this, He already knows who, by using their will and choice, will accept the truth and who will choose the path of disbelief. In this verse, this eternal knowledge of Allah Almighty is referred to as {’’ كَلِمَتُ رَبِّكَ ‘‘}. These are the people who become so immersed in disbelief and disobedience to Allah that their ability to accept the truth is completely lost. Thus, they do not believe under any circumstances; rather, they will die upon disbelief, and due to stubbornness, prejudice, and obstinacy, they will not be granted the grace to believe. See Surah Bani Isra'il (16), Ya-Sin (7), and Zumar (19).
