Thus is the Word of your Lord justified against those who rebel (disobey Allâh) that they will not believe (in the Oneness of Allâh and in Muhammad صلى الله عليه وسلم as the Messenger of Allâh).

(Ayah 33) {كَذٰلِكَحَقَّتْكَلِمَتُرَبِّكَ … :} That is, just as the Lordship of Allah Almighty has been established, or just as it has been established that after the truth there is nothing but misguidance, in the same way, this statement of Allah Almighty has also been established that those who adopt wickedness, that is, who knowingly adopt stubbornness and rebellion, do not bring faith. Shah Abdul Qadir (may Allah have mercy on him) writes: "That is, since it was in Allah's knowledge that these people would be rebellious and disobedient, therefore Allah Almighty did not write faith in their destiny."
