And when We let mankind taste mercy after some adversity has afflicted them, behold! they take to plotting against Our Ayât (proofs, evidence, verses, lessons, signs, revelations, etc.)! Say: "Allâh is more Swift in planning!" Certainly, Our Messengers (angels) record all of that which you plot.

(Ayah 21) ➊ { اِذَالَهُمْمَّكْرٌفِيْۤاٰيَاتِنَا :} That is, when We let people taste some mercy from Us after illness, prosperity after famine, peace after war, or after any hardship that has befallen them, instead of being grateful and accepting Our oneness and the messengership of Our Messenger, they adopt some scheme to deny and mock it. The meaning of "makr" is a secret plan, which is for evil; this word is sometimes also used for good, or is used in response. An example of this habit of the disbelievers is Pharaoh, who, after seeing miracle after miracle, called them magic and refused to believe. See Surah Al-A'raf (130 to 136). This habit of man is also mentioned in Surah Az-Zumar (8), Hud (10), and Al-A'raf (95).
➋ { قُلِاللّٰهُاَسْرَعُمَكْرًا:} Allah's plan refers to the punishment He gives to the polytheists for their schemes and tricks, and that is His letting them persist in their rebellious ways and continuing to grant them provision and blessings, so that they may fully fill their record of deeds with evil.
➌ { اِنَّرُسُلَنَايَكْتُبُوْنَمَاتَمْكُرُوْنَ :} That is, when your record of deeds becomes thoroughly blackened, suddenly the message of death will come, and you will be seized to give account for your deeds. Shah Abdul Qadir (may Allah have mercy on him) writes: "In times of hardship, a person's gaze is lifted from the means and remains on Allah; when things are resolved, he starts focusing on the means again. So he does not fear that Allah may again create some means for the same hardship; all means are in His hand, always ready, Another manifestation of this is mentioned ahead." (Mawduh)
