وَمَا كَانَ لِنَفْسٍ أَن تُؤْمِنَ إِلَّا بِإِذْنِ ٱللَّهِ ۚ وَيَجْعَلُ ٱلرِّجْسَ عَلَى ٱلَّذِينَ لَا يَعْقِلُونَ ﴿100﴾
It is not for any person to believe, except by the Leave of Allâh, and He will put the wrath on those who are heedless.

(Ayah 100) ➊ { وَ مَا كَانَ لِنَفْسٍ اَنْ تُؤْمِنَ اِلَّا بِاِذْنِ اللّٰهِ :} That is, just as, in terms of creation, no blessing of the world can be attained by any person without the permission of Allah Almighty—meaning that even though human effort plays a role in worldly blessings, no effort can take place nor be fruitful without Allah’s permission—in the same way, the attainment or non-attainment of the blessing of faith for any person also depends on Allah’s permission. No one can attain this blessing by themselves, nor can anyone grant it to another; therefore, even if the Prophet wishes to make all people believers, he cannot do so. The Prophet’s uncle Abu Talib, the son of Noah (peace be upon him), and the wives of Noah and Lot (peace be upon them) are examples of this. Similarly, Azar the idol-maker’s son Abraham, Pharaoh’s wife Asiya, and Abu Jahl’s son Ikrimah are examples of Allah granting the blessing of faith by His own will.

{ وَ يَجْعَلُ الرِّجْسَ عَلَى الَّذِيْنَ لَا يَعْقِلُوْنَ :} That is, although the complete authority to grant or withhold the ability to have faith belongs to Allah Almighty alone, His rule is that He deprives only those people of this blessing and leaves only them to remain in the filth of disbelief and polytheism who do not use the intellect He has given them, and who prefer to blindly follow the path on which they see their forefathers walking.
