سَلَـٰمٌ هِىَ حَتَّىٰ مَطْلَعِ ٱلْفَجْرِ ﴿5﴾
(All that night), there is Peace (and Goodness from Allâh to His believing slaves) until the appearance of dawn.
سَلَـٰمٌ salāmun Peace
هِىَ hiya it (is)
حَتَّىٰ ḥattā until
مَطْلَعِ maṭlaʿi (the) emergence
ٱلْفَجْرِ l-fajri (of) the dawn

5. 1. That is, there is no evil in it. Or in the sense that it is a night of peace, believers remain safe from the evil of Satan on this night, or the angels greet the people of faith with peace, or the angels greet each other with peace. For Laylat al-Qadr, the Prophet ﷺ specifically taught this supplication: اللّٰھُمَّ اِنَّکَ عَفُو تُحِبُّ العَفْوَ فَاعْفُ.
