وَهَـٰذَا ٱلْبَلَدِ ٱلْأَمِينِ ﴿3﴾
By this city of security (Makkah).
وَهَـٰذَا wahādhā And this
ٱلْبَلَدِ l-baladi [the] city
ٱلْأَمِينِ l-amīni [the] secure

Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. 3. 1. By this is meant Makkah Mukarramah, where fighting is not permitted. Furthermore, whoever enters it also attains security. Some commentators say that this is actually an oath by three places, each of which had a great prophet sent to it: by the fig and the olive is meant the region where these are produced, and that is Bayt al-Maqdis, where ‘Isa was sent as a prophet; at Sinai, Musa received prophethood; and in the city of Makkah, the Chief of the Messengers, Muhammad ﷺ, was sent.
