وَلَا عَلَى ٱلَّذِينَ إِذَا مَآ أَتَوْكَ لِتَحْمِلَهُمْ قُلْتَ لَآ أَجِدُ مَآ أَحْمِلُكُمْ عَلَيْهِ تَوَلَّوا۟ وَّأَعْيُنُهُمْ تَفِيضُ مِنَ ٱلدَّمْعِ حَزَنًا أَلَّا يَجِدُوا۟ مَا يُنفِقُونَ ﴿92﴾
Nor (is there blame) on those who came to you to be provided with mounts, when you said: "I can find no mounts for you," they turned back, while their eyes overflowing with tears of grief that they could not find anything to spend (for Jihâd).

مِنَ mina [of]
ٱلدَّمْعِ l-damʿi (with) the tears
حَزَنًا ḥazanan (of) sorrow
أَلَّا allā that not
يَجِدُوا۟ yajidū they find
مَا what
يُنفِقُونَ yunfiqūna they (could) spend

92. 1 This refers to another group of Muslims who did not even have their own mounts, and the Prophet ﷺ also apologized for not being able to provide them with mounts. This caused them so much grief that tears flowed uncontrollably from their eyes. Thus, sincere Muslims who had any reasonable excuse were exempted by Allah, Who is aware of all that is apparent and hidden, from participating in jihad. In fact, it is mentioned in a hadith that the Prophet ﷺ said to those who participated in jihad about these excused individuals: "There are some people in Madinah who, whenever you travel through any valley or walk on any path, they are equal partners with you in reward." The Companions asked, "How can this be when they are sitting in Madinah?" He ﷺ replied, حَبَسَھُمْ الْعُذرُ (Sahih Bukhari) "Excuse has kept them there."
