وَٱلْمُؤْمِنُونَ وَٱلْمُؤْمِنَـٰتُ بَعْضُهُمْ أَوْلِيَآءُ بَعْضٍ ۚ يَأْمُرُونَ بِٱلْمَعْرُوفِ وَيَنْهَوْنَ عَنِ ٱلْمُنكَرِ وَيُقِيمُونَ ٱلصَّلَوٰةَ وَيُؤْتُونَ ٱلزَّكَوٰةَ وَيُطِيعُونَ ٱللَّهَ وَرَسُولَهُۥٓ ۚ أُو۟لَـٰٓئِكَ سَيَرْحَمُهُمُ ٱللَّهُ ۗ إِنَّ ٱللَّهَ عَزِيزٌ حَكِيمٌ ﴿71﴾
The believers, men and women, are Auliyâ’ (helpers, supporters, friends, protectors) of one another; they enjoin (on the people) Al-Ma‘rûf (i.e. Islâmic Monotheism and all that Islâm orders one to do), and forbid (people) from Al-Munkar (i.e. polytheism and disbelief of all kinds, and all that Islâm has forbidden); they perform As-Salât (Iqâmat-as-Salât), and give the Zakât, and obey Allâh and His Messenger. Allâh will have His Mercy on them. Surely Allâh is All-Mighty, All-Wise.
وَٱلْمُؤْمِنُونَ wal-mu'minūna And the believing men
وَٱلْمُؤْمِنَـٰتُ wal-mu'minātu and the believing women
بَعْضُهُمْ baʿḍuhum some of them
أَوْلِيَآءُ awliyāu (are) allies
بَعْضٍۢ ۚ baʿḍin (of) others
يَأْمُرُونَ yamurūna They enjoin
بِٱلْمَعْرُوفِ bil-maʿrūfi the right
وَيَنْهَوْنَ wayanhawna and forbid
عَنِ ʿani from
ٱلْمُنكَرِ l-munkari the wrong
وَيُقِيمُونَ wayuqīmūna and they establish
ٱلصَّلَوٰةَ l-ṣalata the prayer
وَيُؤْتُونَ wayu'tūna and give
ٱلزَّكَوٰةَ l-zakata the zakah
وَيُطِيعُونَ wayuṭīʿūna and they obey
ٱللَّهَ l-laha Allah
وَرَسُولَهُۥٓ ۚ warasūlahu and His Messenger
أُو۟لَـٰٓئِكَ ulāika Those
سَيَرْحَمُهُمُ sayarḥamuhumu Allah will have mercy on them
ٱللَّهُ ۗ l-lahu Allah will have mercy on them
إِنَّ inna Indeed
ٱللَّهَ l-laha Allah
عَزِيزٌ ʿazīzun (is) All-Mighty
حَكِيمٌۭ ḥakīmun All-Wise

71. The praiseworthy qualities of the believers are being mentioned in contrast to the blameworthy qualities of the hypocrites. The first quality is that they are friends, helpers, and sympathizers of one another, just as it is stated in the hadith: (المؤمن للمؤمن کالبنیان، یشد بعضہ بعضا) (Sahih Bukhari) "A believer for another believer is like a wall, one part of which strengthens the other." In another hadith it is stated: (مثل المؤمنین فی تو ادھم وتراحمھم کمثل الجسد الواحد اذا اشتکی منہ عضو تداعی لہ سائر الجسد بالحمی والسھر) (Sahih Muslim) "The example of the believers in their mutual love and mercy is like a single body; when one limb suffers, the whole body responds with fever and sleeplessness."

71.2 This is the second special quality of the people of faith. Ma'ruf is that which the Shariah has declared as ma'ruf (i.e., good and virtuous), and munkar is that which the Shariah has declared as munkar (i.e., evil). It is not what people consider good or bad.

71.3 Salah is the most prominent act of worship among the rights of Allah, and zakah holds a distinguished status in terms of the rights of people. Therefore, by mentioning both specifically, it has been stated that they obey Allah and His Messenger in every matter.
