سُوْرَةُ التَّوْبَةِ
Surah At-Tawba (9) — Ayah 6
وَإِنْ أَحَدٌ مِّنَ ٱلْمُشْرِكِينَ ٱسْتَجَارَكَ فَأَجِرْهُ حَتَّىٰ يَسْمَعَ كَلَـٰمَ ٱللَّهِ ثُمَّ أَبْلِغْهُ مَأْمَنَهُۥ ۚ ذَٰلِكَ بِأَنَّهُمْ قَوْمٌ لَّا يَعْلَمُونَ ﴿6﴾
Translation by Dr. Muhammad Muhsin Khan & Dr. Taqi-ud-Din al-Hilali
And if anyone of the Mushrikûn (polytheists, idolaters, pagans, disbelievers in the Oneness of Allâh) seeks your protection, then grant him protection so that he may hear the Word of Allâh (the Qur’ân), and then escort him to where he can be secure, that is because they are men who know not.

Tafsir Ahsan al-Bayan — Hafiz Salahuddin Yusuf

6. 1. In this verse, a concession is given regarding the mentioned harbi disbelievers that if any disbeliever seeks protection, then grant him protection, meaning keep him in your safety and security so that no Muslim can kill him and so that he may have the opportunity to listen to the words of Allah and understand Islam. It is possible that in this way he may be granted the ability to repent and accept Islam. But if, even after listening to the word of Allah, he does not become Muslim, then take him to his place of safety; the meaning is that you must uphold your promise of protection until the end, and until he safely reaches his place of residence, his life is your responsibility.
6. 2. That is, the concession of granting protection to those who seek it is given because these are ignorant people; it is possible that the words of Allah and His Messenger may come to their knowledge, and if they see the morals and character of the Muslims, they may become convinced of the truth and authenticity of Islam. And by accepting Islam, they may be saved from the punishment of the Hereafter. Just as after the Treaty of Hudaybiyyah, many disbelievers kept coming to and from Madinah seeking protection, and by observing the morals and character of the Muslims, they were greatly helped in understanding Islam, and many people became Muslim.
