So travel freely (O Mushrikûn - See V.2:105) for four months (as you will) throughout the land, but know that you cannot escape (from the punishment of) Allâh; and Allâh will disgrace the disbelievers.

Tafsir Ahsan al-Bayan — Hafiz Salahuddin Yusuf

This proclamation of salvation was for those polytheists with whom there was a non-permanent treaty, or the treaty was for less than four months, or for a specific period longer than four months, but they were not careful in upholding the covenant. All of them were given permission to stay in Makkah for four months. This meant that if they accepted Islam within this period, they would be allowed to stay here. Otherwise, it would be necessary for them to leave the Arabian Peninsula after four months. If they did not choose either of these options, they would be considered as harbi disbelievers, whom it would be necessary for Muslims to fight, so that the Arabian Peninsula would be cleansed from the darkness of disbelief and polytheism.
2. 2. That is, this respite is not being given because, for the time being, action against you is not possible, but the only purpose of this is your own good and well-wishing, so that whoever wants to repent and become Muslim may do so. Otherwise, remember that you cannot avert the decree and will of Allah regarding you, and you cannot escape the humiliation and disgrace imposed by Allah.
