وَٱلسَّمَآءِ ذَاتِ ٱلرَّجْعِ ﴿11﴾
By the sky (having rain clouds) which gives rain, again and again.
وَٱلسَّمَآءِ wal-samāi By the sky
ذَاتِ dhāti which
ٱلرَّجْعِ l-rajʿi returns
