وَلَا تَكُونُوا۟ كَٱلَّذِينَ قَالُوا۟ سَمِعْنَا وَهُمْ لَا يَسْمَعُونَ ﴿21﴾
And be not like those who say: "We have heard," but they hear not.

21. 1. That is, to not act despite having heard, this is the way of the disbelievers; you should avoid this attitude. In the next verse, such people are described as deaf, dumb, unintelligent, and the worst of all creatures. دَوَبّ is the plural of دَا بَّۃ, and anything that moves about on the earth is a dabbah. The meaning is creatures. That is, those who are deaf, dumb, and unintelligent regarding the truth are the worst of all.
