Surah Al-A'raaf (7) — Ayah 86

وَلَا تَقْعُدُوا۟ بِكُلِّ صِرَٰطٍ تُوعِدُونَ وَتَصُدُّونَ عَن سَبِيلِ ٱللَّهِ مَنْ ءَامَنَ بِهِۦ وَتَبْغُونَهَا عِوَجًا ۚ وَٱذْكُرُوٓا۟ إِذْ كُنتُمْ قَلِيلًا فَكَثَّرَكُمْ ۖ وَٱنظُرُوا۟ كَيْفَ كَانَ عَـٰقِبَةُ ٱلْمُفْسِدِينَ ﴿86﴾
"And sit not on every road, threatening, and hindering from the Path of Allâh those who believe in Him, and seeking to make it crooked. And remember when you were but few, and He multiplied you. And see what was the end of the Mufsidûn (mischief-makers, corrupters, liars).
وَلَا walā And (do) not
تَقْعُدُوا۟ taqʿudū sit
بِكُلِّ bikulli on every
صِرَٰطٍۢ ṣirāṭin path
تُوعِدُونَ tūʿidūna threatening
وَتَصُدُّونَ wataṣuddūna and hindering
عَن ʿan from
سَبِيلِ sabīli (the) way
ٱللَّهِ l-lahi (of) Allah
مَنْ man (those) who
ءَامَنَ āmana believe
بِهِۦ bihi in Him
وَتَبْغُونَهَا watabghūnahā and seeking (to make) it
عِوَجًۭا ۚ ʿiwajan crooked
وَٱذْكُرُوٓا۟ wa-udh'kurū And remember
إِذْ idh when
كُنتُمْ kuntum you were
قَلِيلًۭا qalīlan few
فَكَثَّرَكُمْ ۖ fakatharakum and He increased you
وَٱنظُرُوا۟ wa-unẓurū And see
كَيْفَ kayfa how
كَانَ kāna was
عَـٰقِبَةُ ʿāqibatu (the) end
ٱلْمُفْسِدِينَ l-muf'sidīna (of) the corrupters

86. 1. Seeking crookedness in the path of Allah in order to hinder from the way of Allah. This has been the favorite pastime of the disobedient in every era, examples of which can be seen among the modernists and those influenced by Western culture nowadays. For instance, sitting to harass people, as is generally the habit of mischievous types of people. Or sitting on the roads leading to Prophet Shu‘ayb ﷺ and stopping those who walk on that path. Likewise, sitting at checkpoints for the purpose of looting so that they can seize the wealth of passersby, or according to some, sitting on their roads to collect taxes and tolls. Imam Shawkani states that all these meanings can be correct because it is possible that they did all of these things. (Fath al-Qadir)
