سُوْرَةُ الْاَعْرَافِ
Surah Al-A'raaf (7) — Ayah 52
وَلَقَدْ جِئْنَـٰهُم بِكِتَـٰبٍ فَصَّلْنَـٰهُ عَلَىٰ عِلْمٍ هُدًى وَرَحْمَةً لِّقَوْمٍ يُؤْمِنُونَ ﴿52﴾

Certainly, We have brought them a Book (the Qur’ân) which We have explained in detail with knowledge, - a guidance and a mercy to a people who believe.

Tafsir Ahsan al-Bayan — Hafiz Salahuddin Yusuf

52. 1. Allah Almighty is saying this in regard to the people of Hell, that We had sent such a Book according to Our perfect knowledge in which everything was explained in detail. These people did not benefit from it, so it is their misfortune; otherwise, those who believed in this Book benefited from guidance and the mercy of Allah. It is as if We had made arrangements according to (وَمَا كُنَّا مُعَذِّبِيْنَ حَتّٰى نَبْعَثَ رَسُوْلًا) 17. Al-Isra:15) "We do not punish until We have sent a Messenger and completed the proof."
