Surah Al-A'raaf (7) — Ayah 38

قَالَ ٱدْخُلُوا۟ فِىٓ أُمَمٍ قَدْ خَلَتْ مِن قَبْلِكُم مِّنَ ٱلْجِنِّ وَٱلْإِنسِ فِى ٱلنَّارِ ۖ كُلَّمَا دَخَلَتْ أُمَّةٌ لَّعَنَتْ أُخْتَهَا ۖ حَتَّىٰٓ إِذَا ٱدَّارَكُوا۟ فِيهَا جَمِيعًا قَالَتْ أُخْرَىٰهُمْ لِأُولَىٰهُمْ رَبَّنَا هَـٰٓؤُلَآءِ أَضَلُّونَا فَـَٔاتِهِمْ عَذَابًا ضِعْفًا مِّنَ ٱلنَّارِ ۖ قَالَ لِكُلٍّ ضِعْفٌ وَلَـٰكِن لَّا تَعْلَمُونَ ﴿38﴾
(Allâh) will say: "Enter you in the company of nations who passed away before you, of men and jinn, into the Fire." Every time a new nation enters, it curses its sister nation (that went before) until they will be gathered all together in the Fire. The last of them will say to the first of them: "Our Lord! These misled us, so give them a double torment of the Fire." He will say: "For each one there is double (torment), but you know not."
قَالَ qāla He (will) say
ٱدْخُلُوا۟ ud'khulū Enter
فِىٓ among
أُمَمٍۢ umamin (the) nations
قَدْ qad (who)
خَلَتْ khalat passed away
مِن min from
قَبْلِكُم qablikum before you
مِّنَ mina of
ٱلْجِنِّ l-jini the jinn
وَٱلْإِنسِ wal-insi and the men
فِى in
ٱلنَّارِ ۖ l-nāri the Fire
كُلَّمَا kullamā Every time
دَخَلَتْ dakhalat entered
أُمَّةٌۭ ummatun a nation
لَّعَنَتْ laʿanat it cursed
أُخْتَهَا ۖ ukh'tahā its sister (nation)
حَتَّىٰٓ ḥattā until
إِذَا idhā when
ٱدَّارَكُوا۟ iddārakū they had overtaken one another
فِيهَا fīhā in it
جَمِيعًۭا jamīʿan all
قَالَتْ qālat (will) say
أُخْرَىٰهُمْ ukh'rāhum (the) last of them
لِأُولَىٰهُمْ liūlāhum about the first of them
رَبَّنَا rabbanā Our Lord
هَـٰٓؤُلَآءِ hāulāi these
أَضَلُّونَا aḍallūnā misled us
فَـَٔاتِهِمْ faātihim so give them
عَذَابًۭا ʿadhāban punishment
ضِعْفًۭا ḍiʿ'fan double
مِّنَ mina of
ٱلنَّارِ ۖ l-nāri the Fire
قَالَ qāla He (will) say
لِكُلٍّۢ likullin For each
ضِعْفٌۭ ḍiʿ'fun (is) a double
وَلَـٰكِن walākin [and] but
لَّا not
تَعْلَمُونَ taʿlamūna you know

38. 1 Umam is the plural of ummah, meaning those sects and groups who are alike in disbelief, discord, and shirk and denial. "Fi" can also mean "ma‘a" (with). That is, enter Hell with those groups of humans and jinn who have come here before you like yourselves, or join them. (لَّعْنَتُ اُخْتَھَا) will curse its other group. "Ukht" means "sister." One group (ummah) is called the sister of another group (ummah) in terms of religion, or misguidance. That is, both were followers of a wrong religion or misguided, or in terms of being companions in Hell, they were called each other's sisters.

38. 2 The meaning of اِدَّارَكُوا is تَدَارَكُوا. When they meet each other and are gathered together.

38. 3 By "akhira" (the latter), it means those who enter later, and by "oola" (the former), it means those who entered before them. Or by "akhira" it means followers, and by "oola" it means the followed, the leaders and chiefs. Their crime is more severe because they themselves strayed from the right path and also tried to keep others away from it, so they will enter Hell before their followers.

38. 4 Just as it is said in another place, the people of Hell will say, "O our Lord! We followed our leaders and elders, so they led us astray from the right path. O Allah, give them double punishment and curse them greatly."

38. 5 That is, there is no benefit in blaming, cursing, and accusing each other; all of you are great criminals in your own right and all of you deserve double punishment. This conversation is mentioned in Surah Saba, 31, 23.
