Surah Al-A'raaf (7) — Ayah 28

وَإِذَا فَعَلُوا۟ فَـٰحِشَةً قَالُوا۟ وَجَدْنَا عَلَيْهَآ ءَابَآءَنَا وَٱللَّهُ أَمَرَنَا بِهَا ۗ قُلْ إِنَّ ٱللَّهَ لَا يَأْمُرُ بِٱلْفَحْشَآءِ ۖ أَتَقُولُونَ عَلَى ٱللَّهِ مَا لَا تَعْلَمُونَ ﴿28﴾
And when they commit a Fâhishah (evil deed, going round the Ka‘bah in naked state, and every kind of unlawful sexual intercourse), they say: "We found our fathers doing it, and Allâh has commanded it on us." Say: "Nay, Allâh never commands Fâhishah. Do you say of Allâh what you know not?"
وَإِذَا wa-idhā And when
فَعَلُوا۟ faʿalū they do
فَـٰحِشَةًۭ fāḥishatan immorality
قَالُوا۟ qālū they say
وَجَدْنَا wajadnā We found
عَلَيْهَآ ʿalayhā on it
ءَابَآءَنَا ābāanā our forefathers
وَٱللَّهُ wal-lahu and Allah
أَمَرَنَا amaranā (has) ordered us
بِهَا ۗ bihā of it
قُلْ qul Say
إِنَّ inna Indeed
ٱللَّهَ l-laha Allah
لَا (does) not
يَأْمُرُ yamuru order
بِٱلْفَحْشَآءِ ۖ bil-faḥshāi immorality
أَتَقُولُونَ ataqūlūna Do you say

28. 1. Before Islam, the polytheists used to perform Tawaf of the Ka'bah naked and would say that we perform Tawaf in the same state in which our mothers gave birth to us. Some say that they interpreted it as: the clothes we wear are those in which we continuously disobey Allah, so it is not appropriate to perform Tawaf in these clothes. Therefore, they would remove their clothes and perform Tawaf, and women would also perform Tawaf naked, only covering their private parts with a piece of cloth or leather. For this shameful act, they presented two more excuses. One was that Allah has commanded us to do this. Allah refuted this by saying: how can it be that Allah commands indecency? In the same way, you attribute to Allah that which He has not said. When they are told the truth, they present the same excuse in response: our elders have always done this, or our leaders and spiritual guides have commanded this. This is the very trait because of which the Jews remained on Judaism, the Christians on Christianity, and the innovators on their innovations (Fath al-Qadeer).
