قُلْ هُوَ ٱلَّذِىٓ أَنشَأَكُمْ وَجَعَلَ لَكُمُ ٱلسَّمْعَ وَٱلْأَبْصَـٰرَ وَٱلْأَفْـِٔدَةَ ۖ قَلِيلًا مَّا تَشْكُرُونَ ﴿23﴾
Say it is He Who has created you, and endowed you with hearing (ears) and seeing (eyes), and hearts. Little thanks you give.
قُلْ qul Say
هُوَ huwa He
ٱلَّذِىٓ alladhī (is) the One Who
أَنشَأَكُمْ ansha-akum produced you
وَجَعَلَ wajaʿala and made
لَكُمُ lakumu for you
ٱلسَّمْعَ l-samʿa the hearing
وَٱلْأَبْصَـٰرَ wal-abṣāra and the vision
وَٱلْأَفْـِٔدَةَ ۖ wal-afidata and the feelings
قَلِيلًۭا qalīlan Little
مَّا (is) what
تَشْكُرُونَ tashkurūna you give thanks

Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. 3. 1. That is, it is Allah alone who creates for the first time. 23. 2. That is, He made ears, eyes, and hearts so that you may hear and, by reflecting on Allah’s creation, attain knowledge of Allah. Three faculties are mentioned by which a person can perceive what is heard, what is seen, and what is understood. This is, in a way, a completion of the argument, and also a condemnation for not being grateful for these blessings of Allah. That is why it is further stated that you show very little gratitude. 23. 2. That is, "shukran qaleelan" or "zamnan qaleelan" or by the paucity of gratitude is meant the absence of gratitude from their side.
