ٱللَّهُ ٱلَّذِى خَلَقَ سَبْعَ سَمَـٰوَٰتٍ وَمِنَ ٱلْأَرْضِ مِثْلَهُنَّ يَتَنَزَّلُ ٱلْأَمْرُ بَيْنَهُنَّ لِتَعْلَمُوٓا۟ أَنَّ ٱللَّهَ عَلَىٰ كُلِّ شَىْءٍ قَدِيرٌ وَأَنَّ ٱللَّهَ قَدْ أَحَاطَ بِكُلِّ شَىْءٍ عِلْمًۢا ﴿12﴾
It is Allâh Who has created seven heavens and of the earth the like thereof (i.e. seven). His Command descends between them (heavens and earth), that you may know that Allâh has power over all things, and that Allâh surrounds all things in (His) Knowledge.
ٱللَّهُ al-lahu Allah
ٱلَّذِى alladhī (is) He Who
خَلَقَ khalaqa created
سَبْعَ sabʿa seven
سَمَـٰوَٰتٍۢ samāwātin heavens
وَمِنَ wamina and of
ٱلْأَرْضِ l-arḍi the earth
مِثْلَهُنَّ mith'lahunna (the) like of them
يَتَنَزَّلُ yatanazzalu Descends
ٱلْأَمْرُ l-amru the command
بَيْنَهُنَّ baynahunna between them
لِتَعْلَمُوٓا۟ litaʿlamū that you may know
أَنَّ anna that
ٱللَّهَ l-laha Allah
عَلَىٰ ʿalā (is) on
كُلِّ kulli every
شَىْءٍۢ shayin thing
قَدِيرٌۭ qadīrun All-Powerful
وَأَنَّ wa-anna And that
ٱللَّهَ l-laha Allah
قَدْ qad indeed
أَحَاطَ aḥāṭa encompasses
بِكُلِّ bikulli all
شَىْءٍ shayin things
عِلْمًۢا ʿil'man (in) knowledge

12. 1 i.e., He created from the earth the like of them. That is, just as there are seven heavens, Allah has also created seven earths. Some have interpreted this as seven regions, but this is not correct. Rather, just as there are seven heavens above and below, there are also seven earths, between which there is distance and separation, and in every earth Allah's creation is settled. (Al-Qurtubi) This is also supported by ahadith. For example, the Prophet ﷺ said: "Whoever seizes a handspan of land unjustly, he will be encircled with it from the seven earths on the Day of Resurrection." (Sahih Muslim) Whoever usurps even a handspan of land, on the Day of Resurrection, that much land from all seven earths will be made into a collar and put around his neck. (Sahih Bukhari) And the words of Sahih Bukhari are: "He will be sunk down to the seven earths," meaning he will be made to sink down through all seven earths. Some also say that in every earth there is a prophet just like the prophet who came to your earth, for example, Adam like Adam, Nuh like Nuh, Ibrahim like Ibrahim, Isa like Isa. But this is not established by any Sahih narration.

12. 2 That is, just as Allah's command is enforced and dominant in every heaven, in the same way His command prevails in every earth; He manages the affairs of all seven earths just as He does the heavens.

12. 3 Thus, nothing is outside His knowledge, no matter what it may be.
