Surah Al-Mumtahana (60) — Ayah 13

يَـٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُوا۟ لَا تَتَوَلَّوْا۟ قَوْمًا غَضِبَ ٱللَّهُ عَلَيْهِمْ قَدْ يَئِسُوا۟ مِنَ ٱلْـَٔاخِرَةِ كَمَا يَئِسَ ٱلْكُفَّارُ مِنْ أَصْحَـٰبِ ٱلْقُبُورِ ﴿13﴾
O you who believe! Take not as friends the people who incurred the Wrath of Allâh (i.e. the Jews). Surely, they have despaired of (receiving any good in) the Hereafter, just as the disbelievers have despaired of those (buried) in graves (that they will not be resurrected on the Day of Resurrection).
يَـٰٓأَيُّهَا yāayyuhā O you
ٱلَّذِينَ alladhīna who
ءَامَنُوا۟ āmanū believe
لَا (Do) not
تَتَوَلَّوْا۟ tatawallaw make allies
قَوْمًا qawman (of) a people
غَضِبَ ghaḍiba (The) wrath
ٱللَّهُ l-lahu (of) Allah
عَلَيْهِمْ ʿalayhim (is) upon them
قَدْ qad Indeed
يَئِسُوا۟ ya-isū they despair
مِنَ mina of
ٱلْـَٔاخِرَةِ l-ākhirati the Hereafter
كَمَا kamā as
يَئِسَ ya-isa despair
ٱلْكُفَّارُ l-kufāru the disbelievers
مِنْ min of
أَصْحَـٰبِ aṣḥābi (the) companions
ٱلْقُبُورِ l-qubūri (of) the graves

Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. 13. 1 Some have taken this to refer to certain Jews, some to certain hypocrites, and some to all disbelievers. The last opinion is more correct, because it includes Jews and hypocrites as well, and besides, all disbelievers are deserving of Allah's wrath. Therefore, the meaning will be that you should not maintain friendly relations with any disbeliever, as this subject has been mentioned in several places in the Quran.

13. 2 Despairing of the Hereafter means denying the establishment of the Day of Judgment. Another meaning given is that the disbelievers buried in graves have despaired of all kinds of good, because after dying they have seen the outcome of their disbelief, so what hope of good can they have now (Ibn Jarir Tabari).
