Say: "If I had that which you are asking for impatiently (the torment), the matter would have been settled at once between me and you, but Allâh knows best the Zâlimûn (polytheists and wrong-doers)."

Tafsir Ahsan al-Bayan — Hafiz Salahuddin Yusuf

58. 1. That is, if Allah were to send punishment immediately upon my request, or if Allah had given me the authority to do so, then according to your wish, punishment would have been sent and the matter would have been decided quickly. But since this matter depends on Allah’s will, He has neither given me this authority nor is it possible that punishment would be sent immediately upon my request.
Necessary clarification: In the hadith, it is mentioned that on one occasion, by Allah’s command, the Angel of the Mountains came to the service of the Prophet ﷺ and said that if you order, I will crush the entire population between the two mountains. You ﷺ replied, “No, rather I hope that Allah will bring forth from their descendants those who will worship Allah alone and will not associate anyone with Him.” (Sahih Muslim) This hadith is not contrary to the verse under explanation, as it may apparently seem, because in the verse, the sending of punishment upon request is mentioned, whereas in this hadith, the intention to send punishment was expressed only due to the harm caused by the polytheists, without their request, which the Prophet ﷺ did not approve of.
