Nay, it has become manifest to them what they had been concealing before. But if they were returned (to the world), they would certainly revert to that which they were forbidden. And indeed they are liars.

Tafsir Ahsan al-Bayan — Hafiz Salahuddin Yusuf

28. 1. بَلْ comes for Iḍrāb (i.e., to turn away from the previous statement). Several meanings have been mentioned for it: (1) For them, that disbelief, stubbornness, and denial will become manifest, which previously they used to hide in the world or the Hereafter. That is, what they used to deny, just as there too they will say: ما كنا مشركين (We were not polytheists). (2) Or the knowledge of the truthfulness of the Messenger of Allah ﷺ and the Quran which was in their hearts, but they used to hide it from their followers, that will become manifest there. (3) Or the hypocrisy of the hypocrites will become manifest there, which they used to hide from the believers in the world (Tafsir Ibn Kathir).
28. 2. That is, the desire to return to the world is not for the sake of believing, but only to escape the punishment, which will become manifest to them on the Day of Resurrection and which they will witness. Otherwise, if they are sent back to the world again, they will do the same as they did before.
