سُوْرَةُ الْاَنْعَامِ
Surah Al-An'aam (6) — Ayah 18
وَهُوَ ٱلْقَاهِرُ فَوْقَ عِبَادِهِۦ ۚ وَهُوَ ٱلْحَكِيمُ ٱلْخَبِيرُ ﴿18﴾

And He is the Irresistible, (Supreme) above His slaves, and He is the All-Wise, Well-Acquainted with all things.

18. 1. That is, all necks are bowed before Him, the great tyrants are helpless before Him, He is dominant over everything and the entire universe is obedient to Him. He is Wise in all His actions and is aware of everything, thus He knows who is deserving of His favor and bounty and who is undeserving.
