Surah Al-An'aam (6) — Ayah 123

وَكَذَٰلِكَ جَعَلْنَا فِى كُلِّ قَرْيَةٍ أَكَـٰبِرَ مُجْرِمِيهَا لِيَمْكُرُوا۟ فِيهَا ۖ وَمَا يَمْكُرُونَ إِلَّا بِأَنفُسِهِمْ وَمَا يَشْعُرُونَ ﴿123﴾
And thus We have set up in every town great ones of its wicked people to plot therein. But they plot not except against their ownselves, and they perceive (it) not.
وَكَذَٰلِكَ wakadhālika And thus
جَعَلْنَا jaʿalnā We placed
فِى in
كُلِّ kulli every
قَرْيَةٍ qaryatin city
أَكَـٰبِرَ akābira greatest
مُجْرِمِيهَا muj'rimīhā (of) its criminals
لِيَمْكُرُوا۟ liyamkurū so that they plot
فِيهَا ۖ fīhā therein
وَمَا wamā And not
يَمْكُرُونَ yamkurūna they plot
إِلَّا illā except
بِأَنفُسِهِمْ bi-anfusihim against themselves
وَمَا wamā and not
يَشْعُرُونَ yashʿurūna they perceive

123. 1. Akabir is the plural of Akbar; it refers to the leaders and prominent figures among the disbelievers and sinners, because they are the ones who take the lead in opposing the prophets and callers to the truth, while the common people merely follow them. Moreover, such people are generally distinguished in terms of worldly wealth and family prestige as well. Therefore, they are also prominent in their opposition to the truth. This same theme is also mentioned in Surah Saba, verses 31 to 33, Surah Zukhruf 23, Surah Nuh 22, and others.

123. 2. That is, the consequence of their own mischief, as well as the consequence of those who follow them, will fall upon them (see also Surah Ankabut 13, Surah Nahl 25).
