هُوَ ٱللَّهُ ٱلْخَـٰلِقُ ٱلْبَارِئُ ٱلْمُصَوِّرُ ۖ لَهُ ٱلْأَسْمَآءُ ٱلْحُسْنَىٰ ۚ يُسَبِّحُ لَهُۥ مَا فِى ٱلسَّمَـٰوَٰتِ وَٱلْأَرْضِ ۖ وَهُوَ ٱلْعَزِيزُ ٱلْحَكِيمُ ﴿24﴾
He is Allâh, the Creator, the Inventor of all things, the Bestower of forms. To Him belong the Best Names. All that is in the heavens and the earth glorify Him. And He is the All-Mighty, the All-Wise.
هُوَ huwa He
ٱللَّهُ l-lahu (is) Allah
ٱلْخَـٰلِقُ l-khāliqu the Creator
ٱلْبَارِئُ l-bāri-u the Inventor
ٱلْمُصَوِّرُ ۖ l-muṣawiru the Fashioner
لَهُ lahu For Him
ٱلْأَسْمَآءُ l-asmāu (are) the names
ٱلْحُسْنَىٰ ۚ l-ḥus'nā the beautiful
يُسَبِّحُ yusabbiḥu Glorifies
لَهُۥ lahu Him
مَا whatever
فِى (is) in
ٱلسَّمَـٰوَٰتِ l-samāwāti the heavens
وَٱلْأَرْضِ ۖ wal-arḍi and the earth
وَهُوَ wahuwa And He
ٱلْعَزِيزُ l-ʿazīzu (is) the All-Mighty
ٱلْحَكِيمُ l-ḥakīmu the All-Wise

Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. 24. 1 It is said that خلق means to determine according to one's will and intention, and برا means to create it, to fashion it, to bring it into existence.
24. 2 The discussion of the Beautiful Names (Asma’ al-Husna) has already passed in (وَلِلّٰهِ الْاَسْمَاۗءُ الْحُسْنٰى فَادْعُوْهُ بِهَا ۠ وَذَرُوا الَّذِيْنَ يُلْحِدُوْنَ فِيْٓ اَسْمَاۗىِٕهٖ ۭ سَيُجْزَوْنَ مَا كَانُوْا يَعْمَلُوْنَ 180۔) 7. Al-A'raf:180).
24. 3 Both by the state of being and by speech, as has been mentioned earlier.
24. 4 Whatever He decides, it is never devoid of wisdom.
