فَلَوْلَآ إِذَا بَلَغَتِ ٱلْحُلْقُومَ ﴿83﴾
Then why do you not (intervene) when (the soul of a dying person) reaches the throat?
فَلَوْلَآ falawlā Then why not

بَلَغَتِ balaghati it reaches
