And verily, for those who do wrong, there is another punishment (i.e. the torment in this world and in their graves) before this; but most of them know not. (Tafsir At-Tabarî).

Tafsir Ahsan al-Bayan — Hafiz Salahuddin Yusuf

1. That is, in this world, as stated elsewhere (وَلَنُذِيْـقَنَّهُمْمِّنَالْعَذَابِالْاَدْنٰىدُوْنَالْعَذَابِالْاَكْبَرِلَعَلَّهُمْيَرْجِعُوْنَ) 32. As-Sajda:21) 47. 2 The reason for these worldly punishments and hardships is so that people may turn towards Allah. Since they do not understand this point, they do not repent from their sins; rather, sometimes they begin to commit even more sins than before. As mentioned in a hadith, "When a hypocrite recovers after being ill, his example is like that of a camel. He does not know why he was tied with ropes, nor why he was set free."
