And those (angels) who distribute (provisions, rain, and other blessings) by (Allâh’s) Command.

Tafsir Ahsan al-Bayan — Hafiz Salahuddin Yusuf
Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. 4. 1. Al-Muqassimāt, by this is meant the angels who distribute tasks among themselves; some are angels of mercy, some of punishment, some of water, some of hardship, some are angels of winds, and some are of death and calamities. Some have taken all of these to mean only the winds and have described all of them as attributes of the winds. As the esteemed translator has also translated accordingly. But we have explained according to the tafsir of Imam Ibn Kathir and Imam Shawkani. The purpose of an oath is to express the truth of that which is sworn upon, or sometimes only emphasis is intended, and sometimes the thing sworn upon is presented as evidence. Here, it is this third type of oath. Ahead, the answer to the oath is stated that the promises made to you are certainly true and the Day of Judgment will surely be established in which justice will be done. The blowing of the winds, the clouds carrying water, the sailing of ships in the seas, and the angels carrying out various tasks are all evidence for the occurrence of the Day of Judgment, because the Being who does all these things, which apparently are very difficult and against the usual causes, that same Being can also resurrect all humans again on the Day of Judgment.
