وَقَالَتِ ٱلْيَهُودُ يَدُ ٱللَّهِ مَغْلُولَةٌ ۚ غُلَّتْ أَيْدِيهِمْ وَلُعِنُوا۟ بِمَا قَالُوا۟ ۘ بَلْ يَدَاهُ مَبْسُوطَتَانِ يُنفِقُ كَيْفَ يَشَآءُ ۚ وَلَيَزِيدَنَّ كَثِيرًا مِّنْهُم مَّآ أُنزِلَ إِلَيْكَ مِن رَّبِّكَ طُغْيَـٰنًا وَكُفْرًا ۚ وَأَلْقَيْنَا بَيْنَهُمُ ٱلْعَدَٰوَةَ وَٱلْبَغْضَآءَ إِلَىٰ يَوْمِ ٱلْقِيَـٰمَةِ ۚ كُلَّمَآ أَوْقَدُوا۟ نَارًا لِّلْحَرْبِ أَطْفَأَهَا ٱللَّهُ ۚ وَيَسْعَوْنَ فِى ٱلْأَرْضِ فَسَادًا ۚ وَٱللَّهُ لَا يُحِبُّ ٱلْمُفْسِدِينَ ﴿64﴾
The Jews say: "Allâh’s Hand is tied up (i.e. He does not give and spend of His Bounty)." Be their hands tied up and be they accursed for what they uttered. Nay, both His Hands are widely outstretched. He spends (of His Bounty) as He wills. Verily, the Revelation that has come to you from your Lord (Allâh) increases in most of them (their) obstinate rebellion and disbelief. We have put enmity and hatred amongst them till the Day of Resurrection. Every time they kindled the fire of war, Allâh extinguished it; and they (ever) strive to make mischief on the earth. And Allâh does not like the Mufsidûn (mischief-makers).
وَقَالَتِ waqālati And said
ٱلْيَهُودُ l-yahūdu the Jews
يَدُ yadu The Hand
ٱللَّهِ l-lahi (of) Allah
مَغْلُولَةٌ ۚ maghlūlatun (is) chained
غُلَّتْ ghullat Are chained
أَيْدِيهِمْ aydīhim their hands
وَلُعِنُوا۟ waluʿinū and they have been cursed
بِمَا bimā for what
قَالُوا۟ ۘ qālū they said
بَلْ bal Nay
يَدَاهُ yadāhu His Hands
مَبْسُوطَتَانِ mabsūṭatāni (are) stretched out
يُنفِقُ yunfiqu He spends
كَيْفَ kayfa how
يَشَآءُ ۚ yashāu He wills
وَلَيَزِيدَنَّ walayazīdanna And surely increase
كَثِيرًۭا kathīran many
مِّنْهُم min'hum of them
مَّآ what
أُنزِلَ unzila has been revealed
إِلَيْكَ ilayka to you
مِن min from
رَّبِّكَ rabbika your Lord
طُغْيَـٰنًۭا ṭugh'yānan (in) rebellion
وَكُفْرًۭا ۚ wakuf'ran and disbelief
وَأَلْقَيْنَا wa-alqaynā And We have cast
بَيْنَهُمُ baynahumu among them
ٱلْعَدَٰوَةَ l-ʿadāwata [the] enmity
وَٱلْبَغْضَآءَ wal-baghḍāa and [the] hatred
إِلَىٰ ilā till
يَوْمِ yawmi (the) Day
ٱلْقِيَـٰمَةِ ۚ l-qiyāmati (of) the Resurrection
كُلَّمَآ kullamā Every time
أَوْقَدُوا۟ awqadū they kindled
نَارًۭا nāran (the) fire
لِّلْحَرْبِ lil'ḥarbi of [the] war
أَطْفَأَهَا aṭfa-ahā it (was) extinguished
ٱللَّهُ ۚ l-lahu (by) Allah
وَيَسْعَوْنَ wayasʿawna And they strive
فِى in
ٱلْأَرْضِ l-arḍi the earth
فَسَادًۭا ۚ fasādan spreading corruption
وَٱللَّهُ wal-lahu And Allah
لَا (does) not
يُحِبُّ yuḥibbu love
ٱلْمُفْسِدِينَ l-muf'sidīna the corrupters

64. 1. This is the same thing that is mentioned in Surah Al-Imran, verse 181, that when Allah Almighty encouraged spending in His way and described it as giving a goodly loan to Allah, these Jews said that Allah Almighty is poor, 'He is asking people for a loan,' and they could not understand the beauty of the expression that was hidden in it. That is, everything is given by Allah. And spending some of what Allah has given in His way is not a loan. But it is His utmost kindness that He grants a great reward for this as well, even increasing a single grain up to seven hundred grains. And it is described as a goodly loan for this reason, that whatever you spend, Allah Almighty will return it to you many times over. The meaning of مغلولۃ is miserly (meaning miserly. That is, the Jews' intention was not that Allah's hands are literally tied. Rather, their intention was that He has withheld His hands from spending. (Ibn Kathir)) Allah Almighty said, their hands are tied, meaning miserliness is their habit. Allah Almighty's both hands are open, He spends as He wills. He is Vast in bounty and Generous in giving, all treasures are with Him. Also, He has arranged for all the needs and necessities of His creatures; whatever things we need or may need at night or day, in travel or at home, and in all other conditions, He alone provides them. (وَاٰتٰىكُمْ مِّنْ كُلِّ مَا سَاَلْتُمُوْهُ ۭ وَاِنْ تَعُدُّوْا نِعْمَتَ اللّٰهِ لَا تُحْصُوْهَا ۭ اِنَّ الْاِنْسَانَ لَظَلُوْمٌ كَفَّارٌ) 14:34 "Whatever you asked from Him, He gave it to you. Allah's blessings are so many that you cannot count them. Man is indeed ignorant and extremely ungrateful." It is also mentioned in the hadith that the Prophet ﷺ said that Allah's right hand is full, He spends night and day but there is no decrease in it. Just look, since He created the heavens and the earth, He has been spending, but there has been no decrease in the treasures of His hand.

64. 2. That is, whenever they plot against you or create causes for war, Allah Almighty nullifies them and turns their plot back upon themselves. And He puts them in a situation like "the pit digger faces the pit himself."

64. 3. It is their second nature that they always make reprehensible efforts to spread corruption in the land, whereas Allah Almighty does not like the corrupters.
