Surah Fussilat (41) — Ayah 40

إِنَّ ٱلَّذِينَ يُلْحِدُونَ فِىٓ ءَايَـٰتِنَا لَا يَخْفَوْنَ عَلَيْنَآ ۗ أَفَمَن يُلْقَىٰ فِى ٱلنَّارِ خَيْرٌ أَم مَّن يَأْتِىٓ ءَامِنًا يَوْمَ ٱلْقِيَـٰمَةِ ۚ ٱعْمَلُوا۟ مَا شِئْتُمْ ۖ إِنَّهُۥ بِمَا تَعْمَلُونَ بَصِيرٌ ﴿40﴾
Verily, those who turn away from Our Ayât (proofs, evidence, verses, lessons, signs, revelations, etc. by attacking, distorting and denying them) are not hidden from Us. Is he who is cast into the Fire better or he who comes secure on the Day of Resurrection? Do what you will. Verily He is All-Seer of what you do (this is a severe threat to the disbelievers).
إِنَّ inna Indeed

يَخْفَوْنَ yakhfawna hidden
عَلَيْنَآ ۗ ʿalaynā from Us
أَفَمَن afaman So, is (he) who
يُلْقَىٰ yul'qā is cast
فِى in
ٱلنَّارِ l-nāri the Fire
خَيْرٌ khayrun better
أَم am or
مَّن man (he) who
يَأْتِىٓ yatī comes
ءَامِنًۭا āminan secure
يَوْمَ yawma (on the) Day
ٱلْقِيَـٰمَةِ ۚ l-qiyāmati (of) Resurrection
ٱعْمَلُوا۟ iʿ'malū Do
مَا what
شِئْتُمْ ۖ shi'tum you will
إِنَّهُۥ innahu Indeed, He
بِمَا bimā of what
تَعْمَلُونَ taʿmalūna you do
بَصِيرٌ baṣīrun (is) All-Seer

40. 1. That is, they do not accept them, rather they turn away from them, deviate, and deny them. Hazrat Ibn Abbas ؓ has explained the meaning of "ilhaad" as "waz'ul kalaam 'ala ghayri mawadi'ihi" (placing words in other than their proper places), by which those false sects are also included who, for the affirmation of their erroneous beliefs and ideologies, resort to interpretative distortion (tahrif ma'nawi) and deception in the meanings of the divine verses.

40. 2. This is a severe warning for these deviators (regardless of their type).

40. 3. That is, can these two be equal? No, certainly not. Besides, this also indicates that the disbelievers will be thrown into the Fire, and the believers will be fearless on the Day of Resurrection.

40. 3. This is the word of command, but here the intent is warning and threat. There is no permission or justification for disbelief, polytheism, and disobedience.
