Surah Ghafir (40) — Ayah 4

مَا يُجَـٰدِلُ فِىٓ ءَايَـٰتِ ٱللَّهِ إِلَّا ٱلَّذِينَ كَفَرُوا۟ فَلَا يَغْرُرْكَ تَقَلُّبُهُمْ فِى ٱلْبِلَـٰدِ ﴿4﴾
None disputes in the Ayât (proofs, evidence, verses, lessons, signs, revelations, etc.) of Allâh but those who disbelieve. So let not their ability of going about here and there through the land (for their purposes) deceive you [O Muhammad صلى الله عليه وسلم, for their ultimate end will be the Fire of Hell]!

يُجَـٰدِلُ yujādilu dispute
فِىٓ concerning
ءَايَـٰتِ āyāti (the) Verses
ٱللَّهِ l-lahi (of) Allah
إِلَّا illā except
ٱلَّذِينَ alladhīna those who
كَفَرُوا۟ kafarū disbelieve
فَلَا falā so (let) not
يَغْرُرْكَ yaghrur'ka deceive you
تَقَلُّبُهُمْ taqallubuhum their movement
فِى in
ٱلْبِلَـٰدِ l-bilādi the cities

Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. 4. 1. By this dispute is meant an unlawful and false dispute whose purpose is to deny the truth and to reject and refute it. Otherwise, the debate, discussion, and argument whose purpose is to clarify the truth, invalidate falsehood, and remove the doubts of deniers and objectors is not blameworthy, rather it is highly commendable and desirable. In fact, the people of knowledge have been especially instructed to do this (لَتُبَيِّنُنَّهٗ للنَّاسِ وَلَاتَكْتُمُوْنَهٗ) 3. Aal-e-Imran:187) You must surely make it clear to the people and not conceal it. Rather, concealing the arguments and proofs of the Book revealed by Allah is such a grave crime that everything in the universe curses it (al-Baqarah). 4. 2. That is, these disbelievers and polytheists who do business, travel to different cities for it, and earn great profits, due to their disbelief, will soon be seized by Allah’s punishment. They are certainly being given respite, but they will not be spared.
