تَنزِيلُ ٱلْكِتَـٰبِ مِنَ ٱللَّهِ ٱلْعَزِيزِ ٱلْعَلِيمِ ﴿2﴾
The revelation of the Book (this Qur’ân) is from Allâh, the All-Mighty, the All-Knower.
تَنزِيلُ tanzīlu (The) revelation
ٱلْكِتَـٰبِ l-kitābi (of) the Book
مِنَ mina (is) from
ٱللَّهِ l-lahi Allah
ٱلْعَزِيزِ l-ʿazīzi the All-Mighty
ٱلْعَلِيمِ l-ʿalīmi the All-Knower

Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. This surah is also called Surah Ghafir and Surah At-Tawl.
1. تَنْزِیْل is in the meaning of مُنَزَّل, that is, revealed from Allah, in which there is no falsehood.
2. Who is dominant, no one can stand before His power and dominance. He is All-Knowing, not even a particle is hidden from Him, no matter how thick the veils in which it is concealed.
