يَعْلَمُ خَآئِنَةَ ٱلْأَعْيُنِ وَمَا تُخْفِى ٱلصُّدُورُ ﴿19﴾
Allâh knows the fraud of the eyes, and all that the breasts conceal.
يَعْلَمُ yaʿlamu He knows
خَآئِنَةَ khāinata (the) stealthy glance
ٱلْأَعْيُنِ l-aʿyuni (the) stealthy glance
وَمَا wamā and what
تُخْفِى tukh'fī conceal
ٱلصُّدُورُ l-ṣudūru the breasts

Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. 1. This contains a statement of Allah Almighty’s perfect knowledge: that He has knowledge of all things, whether small or great, subtle or coarse, of high rank or low rank. Therefore, a person should, considering the extent of His knowledge and encompassing, avoid disobedience to Him and develop true fear of Him within himself. The betrayal of the eyes is when one looks with stealthy glances, such as glancing sideways at a beautiful woman while walking on the road. Among the matters of the hearts are also those whispers that arise in a person’s heart. As long as they remain mere whispers—that is, they come and go like a fleeting moment—they will not be subject to accountability. But when they take the form of firm intentions, then they can be held accountable, even if the person does not get the opportunity to act upon them.
