And the two persons (man and woman) among you who commit illegal sexual intercourse, hurt them both. And if they repent (promise Allâh that they will never repeat, i.e. commit illegal sexual intercourse and other similar sins) and do righteous good deeds, leave them alone. Surely, Allâh is Ever All-Forgiving (the One Who forgives and accepts repentance), (and He is) Most Merciful.

Tafsir Ahsan al-Bayan — Hafiz Salahuddin Yusuf
Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. 16. 1 Some have interpreted this as referring to homosexuality, i.e., the act of sodomy—two men committing indecency with each other. Others have understood it as referring to virgin men and women, and they have linked the previous verse to "محصنات" (married women). Some have taken the dual form of the verb here to mean, regardless of whether they are virgins or married (Ibn Jarir Tabari). Ibn Jarir Tabari has preferred the second meaning, i.e., virgin (men and women), and has considered the punishment mentioned in the first verse to be abrogated by the punishment of stoning (رجم) as prescribed by the Prophet ﷺ, and the punishment mentioned in this verse to be abrogated by the punishment of one hundred lashes as mentioned in Surah An-Nur. 16. 2 That is, to rebuke and reprimand verbally, or to strike lightly with the hand. Now this is abrogated, as mentioned earlier.
