ٱللَّهُ خَـٰلِقُ كُلِّ شَىْءٍ ۖ وَهُوَ عَلَىٰ كُلِّ شَىْءٍ وَكِيلٌ ﴿62﴾
Allâh is the Creator of all things, and He is the Wakîl (Trustee, Disposer of affairs, Guardian) over all things.
ٱللَّهُ al-lahu Allah
خَـٰلِقُ khāliqu (is the) Creator
كُلِّ kulli (of) all
شَىْءٍۢ ۖ shayin things
وَهُوَ wahuwa and He
عَلَىٰ ʿalā (is) over
كُلِّ kulli all
شَىْءٍۢ shayin things
وَكِيلٌۭ wakīlun a Guardian

That is, He alone is the Creator of everything and also the Owner; He disposes and manages as He wills. Everything is under His authority and control; no one has the power to resist or deny Him.
