يُدَبِّرُ ٱلْأَمْرَ مِنَ ٱلسَّمَآءِ إِلَى ٱلْأَرْضِ ثُمَّ يَعْرُجُ إِلَيْهِ فِى يَوْمٍ كَانَ مِقْدَارُهُۥٓ أَلْفَ سَنَةٍ مِّمَّا تَعُدُّونَ ﴿5﴾
He manages and regulates (every) affair from the heavens to the earth; then it (affair) will go up to Him, in one Day, the space whereof is a thousand years of your reckoning (i.e. reckoning of our present world’s time).
يُدَبِّرُ yudabbiru He regulates
ٱلْأَمْرَ l-amra the affair
مِنَ mina of
ٱلسَّمَآءِ l-samāi the heaven
إِلَى ilā to
ٱلْأَرْضِ l-arḍi the earth
ثُمَّ thumma then
يَعْرُجُ yaʿruju it will ascend

مِقْدَارُهُۥٓ miq'dāruhu (the) measure of which is
أَلْفَ alfa a thousand
سَنَةٍۢ sanatin years

تَعُدُّونَ taʿuddūna you count

5-1 From the sky, where Allah’s Throne and the Preserved Tablet are, Allah sends down commands to the earth, meaning He manages and enforces them on earth. Such as death and life, health and illness, giving and withholding, wealth and poverty, war and peace, honor and humiliation, etc. Allah, from above the Throne, carries out these plans and actions according to His decree.

5-2 That is, then this management or command returns to Him in a single day, which the angels carry, and the distance of ascent or coming and going is such that a non-angel would cover it in a thousand years. Or, by this is meant the Day of Resurrection, when all the deeds of humans will be presented before Allah. There is much disagreement among the commentators regarding the determination and interpretation of this day. Imam Shawkani has mentioned 15 or 16 opinions in this regard, so Ibn Abbas preferred to withhold judgment about it and entrusted its reality to Allah. The author of Aysar al-Tafasir writes that this has come in three places in the Quran, and in each place a different day is meant. In (وَكَاَيِّنْ مِّنْ قَرْيَةٍ اَمْلَيْتُ لَهَا وَهِىَ ظَالِمَةٌ ثُمَّ اَخَذْتُهَا ۚ وَاِلَيَّ الْمَصِيْرُ) 22. Al-Hajj:48), the word “day” refers to that period and duration which is with Allah, and in Surah Ma’arij, where the measure of the day is stated as fifty thousand years, the Day of Reckoning is meant, and in this present context, by “day” is meant the last day of the world, when all worldly matters will perish and return to Allah.
